The return of the weapons inspectors?

I heard very recently (and I'm sorry I can't provide a link, but I didn't dream it) that the weapons inspectors are, after all, shortly to be allowed back into Iraq.

'Thank heavens that common sense has prevailed,' one might be tempted to rejoice.

No such luck, shipmates: they will only be going back to check on
1. The amount of damage to known but approved nuclear installations and

2. The amount of missing (looted) material from these same sites.
In the month since the war ended, these items have assumed a greater importance. The big worry is that material from these sites will end up in the hands of terrorists.

Hang on, though, wasn't the war predicated on the grounds of preventing the possibility of fissile material getting into the hands of terrorists?
